Nutrition International (NI) is a global organization dedicated to delivering proven nutrition interventions to those who need them, the most. Working in partnership with countries, donors and implementers, our experts conduct cuttingedge nutrition research, support critical policy formulation, and integrate nutrition into broader development programs. In India, Nutrition International works in 9 states viz. Uttar Pradesh, West Bengal, Haryana, Madhya Pradesh, Chhattisgarh, Gujarat, Rajasthan, Tamil Nadu and Andhra Pradesh to improve nutrition status of the population.
Nutrition International has been working in Uttar Pradesh and providing technical support to the government in reducing the prevalence of malnutrition in the state mainly for nutrition of children, adolescents and women. NI’s work is focused on reduction in prevalence of anemia through IFA supplementation for pregnant and lactating women and adolescent girls, Vitamin-A supplementation and essential new born care services . Nutrition International works with a number of departments which includes the Department of Health and Family welfare, Women and Child Development, and Department of Education at state and district levels for advocacy and implementation of the programs. In addition to the ongoing programs, NI is planning to expand the program to fortification in the state.
3. Overall Purpose 
Objective of this consultancy is to provide technical assistance to the Government of Uttar Pradesh and relevant stakeholders in building of consensus for introduction of Large Scale Fortification (LSFF) through Social Safety Net Programs (SSNPs) in Uttar Pradesh. This consultant will be responsible for providing overall coordination and support to the fortification programs that will be implemented in the state.
4. Scope of Work 
Under the guidance and supervision of the NPM fortification and SPR UP key duties and responsibilities of the Consultant will include:
(i)Facilitation and coordination
  • Share the policy briefs and existing global evidences and the other data generated based on the various analysis conducted by NI with the state government to improve the knowledge amongst relevant decision makers and initiate dialogue for introduction of fortified staples through SSNPs.
  • Engage with key officials of department of food, education and Women and child and provide necessary clarification on food fortification program.
  • Coordinate and assist in conducting a multi-stakeholder consultation workshop on food fortification and follow up on the action points with key stakeholders
  • Share insight and necessary data required for conducting public health, platform and economic analysis.
  • Support in conducting a media engagement workshop for creating a positive perception on fortified and diversified food.
  • Identify nutrition champions, key decision makers and leverage their support for in introduction of fortified staples.
  • Facilitate issuance of necessary government orders/directives for cross-learning visits for key decision-makers to understand the successes, challenges, and learnings from other government counterparts.
  • Advocate with relevant stakeholders to consider fortification pilots within SSNPs and support NI in developing a pilot program design for diversification of food basket through SSNPs.
  • Support in dialogue, analysis and other efforts for diversification of food basket within the SSNP.
  • Extend support to the state government in estimation of supplies and budget required for introduction of fortified staples.
  • Facilitate interdepartmental coordination (Department of Food and Civil Supplies, Health, WCD, School Education etc.) to introduce and implement fortification programs.
  • Represent NI in state government planning meetings and other relvent nutrition forums.
        (ii)   Documentation and reporting
  • Extend support in developing proposals, concept notes, etc. and document various government proceedings like meeting minutes, supporting for note sheets etc. in relation to introduction of fortified staples viz. double fortified salt (DFS), fortified rice, fortified oil etc. through SSNPs.
  • Develop necessary documents/presentations including meeting minutes, power point presentations etc. for government proceedings and processes.
  • Support in securing approvals on the project related documents collect necessary data for project use.
       (iii) Other activities
  • Support SPR in program planning including annual planning and budgeting for the fortification programs, whenever required.
  • Any other work-related activities assigned to you by SPR and/or NI representatives.
     5. Deliverables 
  • Monthly activity report to be submitted by 5th of the succeeding month (21 working days in a month) as per
Monthly Reporting Format;
  • Work plan for upcoming month by 25th of every month;
  • Monthly claim including of fees and expenses of travel mentioned as per NI’s format.
     6. Qualifications and experience required
  • Minimum bachelor’s degree in Food Technology/agriculture/management or any other related field;
  • Minimum 5 years of relevant experience of working in agriculture,food industry, nutrition and health;
  • Proficient in MS office, good analytical skills and ability to meet timelines are essential skills required for this position;
  • Excellent communication skills in English and Hindi language is an essential requirement for this position;
  • Prior experience of working with government – PDS department in the state of Uttar Pradesh will be an added advantage;
      6. Terms of consultancy
The incumbent will be awarded with 11 months consultancy contract, renewable based on satisfactory performance, program relevance and availability of resources.
